The amount of data created annually expected to increase from 4.4 zettabytes in 2013 to 44 zettabytes in 2020. The growing data volumes from diverse sources cause data inconsistencies. Data governance refers to the exercise of authority and control over the management of data. The purpose of data governance is to increase the value of data and minimize data-related cost and risk.

Data governance specifies a cross-functional framework for managing data as a strategic enterprise asset. In doing so, data governance specifies decision rights and accountabilities for an organization’s decision-making about its data. Data governance formalizes data policies, standards, and procedures and monitors compliance. The continuing impact of regulatory requirements such as the General Data Protection Regulation (GDPR) increases the pressure on organizations to have a strong handle on what data is stored where, and how the data used.

Data governance is a:

  • Cross-functional effort: enables collaboration across functional boundaries and data subject areas.
  • Framework: Provides structure and formalization for the management of data.
  • Data as a strategic enterprise asset
  • Decision rights and accountabilities for an organization’s decision-making about its data: determines what decisions need about data, how these decisions made, and who in the organization has the rights to make these decisions.
  • Data policies, standards, and procedures
  • Monitors compliance: Includes the implementation of controls to ensure that data policies and standards followed.

Data governance refers to what decisions must be made and who makes those decisions, whereas data management is about making those decisions as part of the day-to-day execution of data governance policies.

Despite data governance gaining in importance in recent years, a holistic view on data governance, which could guide both practitioners and researchers, is missing.

Some research questions to explore.

  • Future research should investigate which data governance mechanisms can help organizations to retain control over their data in inter-organizational settings.
  • Researchers should also explore governance practices that support individuals and groups in effectively co-determining how their data governed and (re)used.

Globally, there is a rapid expansion of use of digital health. Use of technology in the health sector generate and share large and informative data. These approaches have opened the avenues for low-income and middle-income countries but at the same time there is a chance of data misuse. These risks are higher in the governments that are lagging behind in implementing data protection policies. In the paper, “How to use relevant data for maximal benefit with minimal risk: digital health data governance to protect vulnerable populations in low-income and middle-income countries”, four key domains of digital data governance that are critical to ensure health benefit and participant protection for vulnerable populations in low-income and middle-income countries are presented:

(1) Ethical oversight and informed consent processes

 (2) Data protection through data access controls

 (3) Sustainability of ethical data use

(4) Application of the relevant legislation.

They have presented data governance at the  micro, meso and macro level through consent processes and ethical engagement with personal data, through ethics review boards, donors and data access committees working  together to ensure appropriate data use and through legislators and governments defining how data governance must be undertaken to ensure the protection of individuals respectively.

Data governance is the topic of concern for the current times. Enormous amount of data generated needs to be regulated and controlled by a nationalized body. Data governance is one mechanism that can help ensure that marginalized populations are represented within health systems.It emphasizes on individual's safety and transparency of operation. With the increasing number of Smartphone users in  India, and the advent of digitization there is a substantial increase in e-governance reforms. This technological reform proved to be of aid,but it also raised several questions regarding the use and access of data.

According to the Health Data Management policy under the National Digital Health mission.This visionary project of the Government of India, stemming from the National Health Policy, 2017 (“National Health Policy”) intends to digitize the entire healthcare ecosystem of India. This would be done by creating digital health records and creating and maintaining registries for healthcare professionals and health facilities in order to ensure a smooth interoperable framework for the multiple partners associated with healthcare delivery to individuals in India. At the same time the safety of the sensitive information gathered is concern.Various safety principals to be followed in accordance with the data collected is ;

- Accountability

- Transparency

-Privacy by design

-Choice and consent driven sharing

-Purpose and limitation

-Collection and storage

-Empowerment of data principals

- Data Quality

-Reasonable security

Setting up a regulatory body to access and audit the records time to time along with various features such as Consent managers, anonymizer, access to data in case of emergencies, bio metric data,  Restrictions on sharing, circulating or publishing of personal or sensitive personal data will set up a foundation of Data Governance in healthcare. NHDM will ensure security and privacy by design - A National Policy on Security of Health Systems and Privacy of Personal Health Records will be developed, in accordance with the PDP Bill 2019. All the building blocks that require handling personal health records will be designed to comply with such a policy at the outset.While the IT Infrastructure and applications of NDHM are established and maintained in contractual arrangements with the private sector players, the purpose of this policy is to retain complete control over the Strategic Assets of NDHM i.e. Software Applications, Databases, Network, Security, Storage and Core infrastructure of all the components of the mission like API gateway, Consent Manager, Personal Health Record (PHR) application and Health ID etc. in the ambit of NHA.

Data governance as defined by the Data Governance Institute (DGI) is “a system of decision rights and accountabilities for information-related processes, executed according to agreed upon models which describe who can take what actions with what information, and when, under what circumstances, using what methods”.

However, there is often confusion between data governance and data management. The Data Management Association (DAMA) defines data management as “the development, execution, and supervision of plans, policies, programs, and practices that control, protect, deliver, and enhance the value of data and information assets” whereas data governance is defined by DAMA as “the exercise of authority, control, and shared decision-making (planning, monitoring, and enforcement) over the management of data assets”. Data governance is therefore, nested at a higher level and is a high-level planning and control over data.

Data governance model is advocated by researchers to be beneficial for the organizations as it can help to create a clear mission, achieve clarity, increase confidence of using the organizational data, establish accountabilities, maintain scope and focus, and define measurable successes structure. Further, a governance model can help by having a common approach to data issues, build standard, repeatable processes, reduce costs and increase effectiveness through coordination of efforts, and ensure transparency of processes.

Data Governance has a major role to play in healthcare. Data is an asset to any healthcare organization and even to the government. These organizations have an enormous amount of sensitive data and are being regulated with laws and standards surrounding data security and privacy. Other challenges of having big data include - storage, data cleaning, accuracy, and data sharing. Good governance in the healthcare sector aids in ensuring patient safety and data security. It also enables effective and data-driven strategies for visualizing, interpreting, and analyzing health data. Poorly implemented data governance can lead to organizations struggling to organize and optimize the use of their data. Hence, there is a need for a comprehensive data governance strategy in place to extract meaningful data from data assets, enabling greater data access, sharing, and integration at the organizational level and beyond, and increasing overall efficiency and accountability.

Due to the continuous surge in the quantity of data been generated around the world the need of data governance is becoming the need of the hour to ensure high quality through the complete life cycle of the data. According to the Data Governance Institute (DGI), data governance is a practical and actionable framework to help a variety of data stakeholders across any organization identify and meet their information needs. According to the 2019 state of data management, data governance was one of the top 5 strategic initiatives for global organizations in 2019.

A well-managed data governance framework will underpin the organizations transformation toward operating on a digital platform at many levels within an organization:

  • Management: For top-management this will ensure the oversight of corporate data assets, their value and their impact in the changing operations and market opportunities

India is the second most populated country in the world after China, of course it has a large data market which is comparatively unregulated.

Lack of appropriate legislation has encouraged crimes such as no data privacy, no data lockups, cyber crime etc. 

Ministry of Electronics and Information Technology have constituted the committee of experts to deliberate the data governance framework. Since increased usage of smartphones coupled with the easy and cheap access to the internet has made it extremely important to create a robust system for data governance.

Managing the safe use of health-related data is a major concern for healthcare facilities globally. Many countries struggle to safely implement the data for better delivery of healthcare and outcomes in the absence of robust data governance frameworks and national strategies. An overarching data governance framework enables the use of privacy-protective data to provide health-related information as well as the establishment of research centres that will aid in building up public-private partnerships. 

Informed decisions regarding potential statistical and research uses of personal health data should be taken by measuring the societal benefits and risks for the society within a data governance framework that maximises benefits and minimises societal risks from data users. Benefits include societal values and right to health, quality and efficient healthcare, innovation and scientific discovery and individual benefits whereas risks include societal values and trust in government towards privacy and sharing of data, right to privacy and harm to individuals.

Key data governance mechanisms include health IT, legal framework, public communication, project approval, certification of processors, data de-identification, data security and management and data governance review cycle.

Data is the core resource of any industry and we can say that it is a Nation’s new wealth. Data can enhance the government’s ability to serve its citizens and address major national challenges involving the economy, healthcare, natural disasters, and so on.

Data governance is a broad term that includes policies, procedures and management of data, also helps to ensure the usability and accessibility of data. Consistency, transparency and security of data are some benefits of Data governance, so the need of data governance is an emerging trend in enterprise information management.

One research paper mentioned that quality of data measured by its accuracy, timeline, relevance, completeness, relevance, trustworthiness and contextual definition. Therefore it required proper management and time to time quality improvement.

As healthcare transitions into a more digitally-driven industry, it calls for an appropriate data governance authority model to manage data functions to ensure that the data delivered to manage this important sector is at the forefront of government policy and action. How an organization manages its data assets and how improved decision-making should be operationalized articulates the importance of realizing value for patients and carers and hence making data governance a key pillar of digital health informatics.

Data governance mechanisms that protect health data privacy at all stages of data development and use is the best way forward to create a health system within which the benefits of safe data use can be realized which would ensure minimum societal risks and optimal societal benefits from data uses. Healthcare organizations and systems devoid of sustainable data governance will struggle to advance their healthcare capabilities into key areas like personalized healthcare and population health management.

In specific to Healthcare Data governance plays the crucial role as it important for caregivers, leaders to have access to the right information, at the right time and in appropriate format so that the effective decisions could be made. As Information is getting generated exponentially with this emerges the risk of Data Security and Privacy.  

Data governance in healthcare must also be able to bridge gaps between departments so that everyone works together toward the common goal of making information complete, accurate, reliable, available, interoperable, and secure.

The exponential increase of data use has increased over the years, and has garnered data the title of a valuable asset with both operational and strategic decisions dependent upon it. Similarly, governance of data has also gained momentum with researchers considering it as a holistic approach to enhance the quality and usage of data. This literature review presents an analysis of the papers to identify governance activities. 110 governance activities were identified with majority of them associated with ‘defining’ of the areas of governance, whereas very few described the ‘implementing’ and ‘monitoring’ actions.

Since Covid-19 pandemic data -powered technology has been used for children’s education, health and social services so in a way it has become an indispensable part of children’s day today life. So it is imperative to protect inappropriate and harmful uses of data. Children’s data present a unique set of challenges due to vulnerability, preferences, identity, uncertainty and lower capacity to make informed. Presently there is lack of set of standards on children’s data governance protection and security therefore UNICEF is preparing manifesto which would be beneficial for array of organizations including governments, the private sector and international organizations for good governance of children’s data.
